Mural Arts powstał w 1984 w ramach Philadelphia Anti-Graffiti Network. W ramach samorządu miejskiego Mural Arts został przeniesiony z Anti-Graffiti do Departamentu Rekreacji. Mural Arts Philadelphia to największy w kraju publiczny program artystyczny.
